Evaluasi Dampak Pelatihan terhadap Kompetensi Pengawas Keamanan Pangan Segar Asal Tumbuhan (PSAT) sebagai Fondasi Sistem Surveillance Berbasis Risiko di Kabupaten X

Pelatihan pengawas keamanan pangan segar asal tumbuhan (PSAT) merupakan intervensi penting untuk memperkuat surveilans keamanan pangan berbasis risiko di daerah. Penelitian ini bertujuan mengevaluasi dampak pelatihan terhadap kompetensi pengawas keamanan PSAT di OKKPD Kabupaten X. Penelitian menggunakan rancangan kuantitatif quasi-experimental pre-test dan post-test tanpa kelompok kontrol pada 30 peserta yang dipilih dengan total sampling. Instrumen berupa kuesioner 10 butir yang mencakup pengetahuan konseptual PSAT, keterampilan sampling, identifikasi risiko pangan, literasi regulasi, dan prinsip dasar keamanan pangan. Analisis data dilakukan secara deskriptif, dilanjutkan dengan uji McNemar, Risk Difference (RD), Risk Ratio (RR), dan Wilcoxon Signed-Rank Test. Hasil menunjukkan bahwa pelatihan meningkatkan tujuh dari sepuluh indikator kompetensi secara signifikan, terutama pada indikator regulasi surveilans pangan (40,0% menjadi 90,0%; RD = 0,50; RR = 2,25; p < 0,001). Rerata skor kompetensi juga meningkat dari 6,9 menjadi 9,1 (p < 0,001; r = 0,63). Temuan ini menegaskan bahwa pelatihan berkontribusi nyata terhadap peningkatan kompetensi pengawas, terutama pada aspek teknis dan regulatif, sehingga perlu diintegrasikan dalam penguatan kapasitas kelembagaan pengawasan pangan di daerah.
